Cuban President Raul Castro (C) and Cuban Former President Fidel Castro (L) raising their hands during the closing ceremony of VII Congress of Cuban Communist Party (PCC) at the Convention Palace in Havana, on April 19, 2016Fidel Castro appeared alongside brother Raul at a Communist party congress that ended Tuesday without sweeping leadership changes, leaving to another day the question of who will run Cuba when the old guard bows out.
