It is grappling not only with the threat of a British exit, or “Brexit,” but also with an unprecedented migrant influx, continued fallout from the debt crisis and an array of security threats, both domestic and foreign. Prime Minister David Cameron is demanding controversial reforms of his peers in return for persuading Britons to vote to stay in the bloc in a likely June referendum.
