The US Court of Appeals for the Fourth Circuit, based in Virginia’s state capital Richmond, declined to clarify an earlier ruling that McDonnell could remain free on bond while appealing to the nation’s highest court. The mandate in the case will be issued in seven days, the court said, signaling that McDonnell, 61, would then be ordered to report to prison.
